The City Center District
CCD was created in 1994 by a vote of the City Council with the approval of the State. It reports to Council each year and is comprised of the owners of 150 or so buildings in the downtown business district. Anyone owning a building within the district is automatically a member of CCD. There is a membership exception that permits a businessperson or a resident to become a member, without voting rights on financial issues.
CCD is funded by a small increase in property taxes paid by all property owners in the district. This special tax is collected by the City and paid to CCD annually. The budget is recommended by the board of trustees and approved by the membership at the annual meeting held in the spring of each year.
